You'll need 1 CAL for each user/device ( there are 2 licensing types: per user / per device ) that accesses/authenticates with the SBS server.
The number of CAL's is not the number of concurrent connections to the SBS, but the total number of users / devices that could connect to the SBS server.
The server CAL's are per domain. You don't need to order CALs for each installed Server 2008 R2.br />
